Small Area Transportation Study (SATS)

Description: The ADOT Small Area Transportation Study (SATS) program is sponsored by the Federal Highway Administration (FHWA) and administered through the ADOT Multimodal Planning Division (ADOT-MPD). The primary objective of the SATS Program is to develop a comprehensive transportation plan for a local area or region to guide transportation planning and programming over a 20-year period. The SATS program has been replaced by the Planning Assistance for Rural Areas (PARA) program. A SATS will inventory current conditions on local roads, identify deficiencies, forecast future needs, and identify and analyze alternative solutions. The SATS will develop a program of recommended transportation improvements and provide a staged implementation guide to meet short-, mid-, and long-range needs. Roads on the State Highway System are generally not addressed by a SATS. If the local jurisdiction was interested in pursuing a transit element in the SATS, the ADOT Community Transit Grants and Services Division assessed the community’s transit concerns to determine whether a SATS was the most appropriate means to meet needs. Eligible participants included towns, cities, counties and tribal governments. The governmental entity would assign a staff member to manage the SATS locally and conduct it in coordination with a Technical Advisory Committee (TAC). Depending on the area to be studied, a TAC could be comprised of representatives from local towns and cities, counties, tribal governments, COG, ADOT-MPD Regional Planner, ADOT Engineering District, FHWA, and other affected agencies. The TAC selected a consultant to undertake the study and guided the course of the study leading to the final report.Public input on perceived transportation problems and issues is essential for the SATS and is conducted through public meetings. The planning process would then culminate into a locally approved transportation plan, thereby becoming an element in the community’s general plan.Generally, the SATS are jointly financed with ADOT at an 80/20 cost share split and on a reimbursement basis. Increased ADOT cost-sharing considerations would be given to areas requesting an existing SATS update where they can show implementation of that study’s recommendations. Implementation of transportation improvements and actions proposed in the existing SATS must have been identified in the request for a SATS update. If the SATS included a transit element, ADOT’s contribution for that portion of the study was determined by the Community Transit Grants and Services Division on a case-by-case basis.
